G.B. Pant National Institute of Himalayan Environment (NIHE) is a premier autonomous Institute of the Ministry of Environment, Forest and Climate Change, Government of India. The Institute is a focal agency that advances scientific knowledge, evolves integrated management strategies, demonstrates its efficacy for the conservation of natural resources, and ensures environmentally sound development in the entire Indian Himalayan Region (IHR).
The Institute works under a decentralised set-up with its Headquarters at Kosi-Katarmal (Almora), Uttarakhand and through Regional Centres at Srinagar-Garhwal (Uttarakhand), Kullu (HP), Pangthang – near Gangtok (Sikkim), Itanagar (Arunachal Pradesh), Leh (Ladakh) and 6th unit in Ministry of Environment, Forest and Climate Change at New Delhi as Mountain Division.
The Institute is looking for dynamic and suitably qualified individuals of Indian Citizenship, who are willing to work in IHR, to fill up the following posts: -
@ = Out of two posts of Scientists, one post is against lien vacancy (initially for a period of 1 year), and the terms and conditions will be included in the offer of appointment for the selected candidate as per the Government of India norms. Age relaxation up to 50 years is applicable to candidates having ten years or more of work experience in the Himalayan region. * Age relaxations up to 50 years in appointments on Group C posts under administrative, technical, and support staff categories to the candidates working NIHE on a contractual basis for more than ten years; in case of casual laborer (TS), age relaxation equivalent to the period for which they have worked continuously as a casual laborer. For general conditions regarding qualifications, experience, and age for scientific positions, please see Appendix I. Place of work: Headquarters or any of the Regional Centers of the Institute; the selected candidate is liable to be posted anywhere in India. General Instructions:
1. Preference will be given to “Person with Benchmark Disabilities” even where the reservation is not in the advertisement if suitable PwD candidates are available.
2. The selected candidate is expected to undertake extensive travel in the Himalayan region for R&D activities as and when required.
3. Mere fulfilling of a minimum advertised qualification and experience requirements.
4 DO NOT automatically entitle an applicant to be called for an Interview/ Test(s). The candidate should, therefore, mention in the application all the qualifications and experience in the relevant field over and above the minimum prescribed qualification, supported with documents. In case the number of applications received is large, the institute reserves the right to raise the minimum eligibility level in order to restrict the number of candidates to be called for interview/ test, commensurate with the number of vacancies. The decision of NIHE in this regard shall be final
4. The cutoff date for determining the age, qualification & experience of a candidate will be the last date of receipt of the online application.
5. The number of vacancies and/ or reservations may vary.
6. To avail of the benefit under the OBC category, the applicant must upload an OBC (Non-Creamy Layer) certificate issued by the Competent Authority not earlier than one year prior to the last date for receipt of the application. Candidates selected under OBC (Non-Creamy Layer) category shall produce a fresh certificate issued by the Competent Authority at the time of appointment, which should be on the proforma prescribed by the Government of India
7. To avail of the benefit under the EWS category, the applicant must upload the application form and EWS certificate issued by the Competent Authority for the Financial Year 2023-2024 only. Candidates selected under the EWS category shall produce the same at the time of appointment which should be on the proforma prescribed by the Government of India.
8. All the applications received within the due date in response to this advertisement shall be considered for short-listing by a Screening Committee, and only the candidates recommended by the Screening Committee will be called for Interview/ Test(s). The NIHE's decision on short-listing will be final, and the NIHE will not entertain any correspondence in this regard. The candidate will have the choice of giving an Interview and /or Test(s) in English/ Hindi (Rajbhasha).
9. The candidates recommended by the Screening Committee for the Scientific posts and the post of Administrative Officer will be called for an interview. The candidates recommended by the Screening Committee for the posts of Technical Assistant-II, Accounts Officer, and Driver will be called for the test(s).
Age, qualifications, experience, and other requirements for any post may be relaxed, at the Institute's discretion, regarding candidates otherwise exceptionally qualified.
11. Persons employed in Government/Semi-Government Organizations/Autonomous Bodies/PSUs should process their application through the proper channels and submit NOC with vigilance clearance. Those who are unable to process their application
5 Through the proper channels, they may submit a ‘No Objection Certificate (NOC)’, clearly mentioning vigilance clearance from their present employer at the time of interview/ Test(s). However, they should submit an undertaking with their application that the NOC would be submitted at the time of the interview/Test(s). Applications from such candidates without an undertaking will not be entertained.
12. Relaxation in age limit will be allowed as per the Govt. of India orders applicable from time to time.
13. The period of experience in the requisite discipline/ area of work, wherever prescribed, shall be counted with effect from the date of acquiring the prescribed minimum educational qualifications required for the post.
14. TA will be paid to the candidate called for Interview/ Test(s) as per Institute norms.
15. Incomplete applications in any respect or received after the last date will be summarily rejected.
16. If at any time before or after the selection of a candidate, it is found that any information is suppressed or false, his/her selection will be liable to be rejected or canceled.
17. Application fee (non-refundable) of Rs. 500/- for the Scientific posts and Administrative Officer & Rs. 200/- for other posts should be paid in the form of a Demand Draft in favor of the Director, G.B. Pant National Institute of Himalayan Environment (NIHE), payable at Almora. Payments of fees from any other mode shall not be entertained. No fee will be charged from ST/ SC/PwD & Female candidates.
18. The Organization shall not be responsible for postal delays. 19. Bringing in any influence, political or otherwise/canvassing shall be treated as disqualification. No interim inquiries will be entertained.
20.The candidate should ensure that they have the requisite qualification from a Board /University/Institute recognized by UGC/AICTE.
21.The appointment of the selected candidates is subject to being found medically fit as per the requirement of the Institute. 22.The Institute shall verify the antecedents and documents submitted by a candidate during the tenure of his/her service. In case, it is detected that the documents submitted by the candidates are fake or the candidate has a clandestine antecedents/background and has suppressed the said information, then his/her service shall be terminated and legal action may be initiated against such NIHE Advt. 01/24 Page | 6 candidates/employees.
23.The Institute reserves the right to not to fill any of the advertised positions.
24.Appointments will be governed by the relevant service rules and regulations of the Institute as amended from time to time. 25.In case of any inadvertent mistake in the process of selection that is detected at any stage, even after the issue of the appointment letter, the Institute reserves the right to modify/cancel the appointment and withdraw any communication made to the candidates. 26.The decision of the Institute in all matters relating to the eligibility of the candidate and selection shall be final and binding on all the candidates.
